We are excited to welcome Todd Wynn, our new Director of Governmental Affairs. Todd brings a wealth of public policy experience to the association.

From 2019 through February 2024, Todd served as Senior Government Affairs Representative for Arizona Public Service, the state’s largest electric utility. He represented the company before the Governor’s office, the state legislature, and numerous state agencies in Arizona while also holding positions on boards and committees including the Arizona Chamber of Commerce and Industry, the Greater Phoenix Chamber of Commerce, the Arizona Tax Research Association, the Arizona Rock Products Association, and the Utilities State Government Organization.

Before moving to Arizona, Todd worked in the greater D.C. area focused on the electric power industry and natural resources. During the 45th Presidential Administration, Todd was appointed to serve as the Director of the Office of Intergovernmental and External Affairs in the Office of the Secretary at the U.S. Department of Interior where he worked closely with state and local elected officials and external stakeholders throughout the country dealing with key issues affecting the agency.

Prior to working for the Administration, Todd was the Director of External Affairs at the Edison Electric Institute where he helped government relations teams at investor-owned electric utilities across the country coordinate and advance public policy objectives at the state and federal level.

Before Edison Electric Institute, Todd was the Director of the Energy, Environment and Agriculture Task Force Director at the American Legislative Exchange Council, the nation’s largest non-partisan association of state legislators where he worked with state elected officials in all 50 states on a wide variety of policy areas including energy, chemical regulation, agriculture technology, regulatory reform, land use, and environmental health.

Todd received a degree in business economics from the Virginia Military Institute and California State University Long Beach. He also holds a graduate degree in international and developmental economics from the University of San Francisco.
