The Arizona Department of Environmental Quality (ADEQ) hosted its Monthly Community Business Roundtable on July 14, 2024, providing updates on environmental policy, legislative activity, and agency initiatives. The Office of Legislative Affairs gave a recap of the 2025 Arizona Legislative Session, which officially adjourned on June 27, 2025.
ADEQ ran three agency bills during the session, with one ultimately signed into law. In addition to ADEQ’s bills, several significant environmental bills were passed and signed by the Governor:
- HB 2104 – Emissions; Voluntary Vehicle Repair; Timeline; Waste Tire Extension
Supports voluntary vehicle emissions repair programs and extends timelines related to waste tire management. - HB 2127 – Hazardous Substance Release; Notice; Liability
Addresses notification requirements and liability issues related to hazardous substance releases. - HB 2128 – Environmental Remediation; Liability; Release
Clarifies legal responsibilities and procedures for environmental remediation and associated liability. - HB 2232 – On-site Wastewater Treatment; General Permits
Revises permitting processes for on-site wastewater treatment systems. - HB 2272 – Municipal Separate Storm Sewer Systems
Introduces changes to how municipal stormwater systems are managed and regulated.
Another notable measure, SCR 1004 – Prohibiting Tax, Monitoring Vehicle Mileage, will be referred to the 2026 General Election ballot. If approved by voters, this constitutional amendment would prohibit any tax or monitoring related to vehicle miles traveled without the individual’s consent.
ADEQ staff also briefed stakeholders on several emerging regulatory topics:
- Regional Haze Round 2 and air quality planning
- Proposed emergency withdrawal of ADEQ’s affirmative defense rule
- The confirmation status of the ADEQ Director, who has advanced out of the Senate committee but awaits a full Senate floor vote, likely in January 2026
