City of Phoenix to Propose Price as Component of Qualification Based Selection in Construction Manager at Risk Projects
In 2000 State procurement laws were changed to allow use of alternate project delivery methods (APDM), including Construction Manager at Risk (CMAR), by public agencies in executing public works construction projects. Current Arizona law provides for a qualifications-based selection (QBS) process for CMARs and does not allow any consideration of price. Under SEP-14, the FHWA Arizona Division has approved the use of Arizona’s existing CMAR process that does not include a price component. However, some federal agencies require consideration of price in the selection of construction contractors.
